DER-10 is the New York State Department of Environmental Conservation's Technical Guidance for Site Investigation and Remediation (May 2010), and its Appendix 1A is the New York State Department of Health's generic Community Air Monitoring Plan (CAMP). It sets real-time action levels at the perimeter of the work area. For dust, a downwind PM10 level more than 100 µg/m³ above upwind over 15 minutes calls for suppression, and work stops if it stays more than 150 µg/m³ above upwind after suppression. For vapors, total organic vapors more than 5 ppm above background as a 15-minute average halt work, and activities shut down above 25 ppm at the perimeter.

What the DER-10 Community Air Monitoring Plan Is

Appendix 1B adds a fugitive dust and particulate monitoring program, including the minimum performance of the real-time PM10 monitors: a measurement range of 0.001 to 400 mg/m³, accuracy of ±5 % of reading plus precision against a gravimetric calibration, alarms averaged over real time or 15 minutes, and logged data with time and date.

The CAMP applies to intrusive work at remediation sites in New York overseen by the Department (investigation and cleanup under the state's remedial programs, brownfield cleanups among them), wherever ground disturbance could release contaminated dust or vapors toward people living or working nearby. Monitoring runs at the upwind and downwind perimeter of the exclusion zone throughout the intrusive work, and all 15-minute readings must be recorded and available to the Department and the Department of Health.

How Monitoring Demonstrates Compliance

The plan is written around real-time instruments: a PM10 monitor at the upwind and at the downwind perimeter, each integrating over 15 minutes or less with an audible alarm, and an organic vapor monitor calibrated daily that calculates 15-minute running averages. Compliance is shown by the record: every 15-minute average, the upwind background it was compared with, and what was done when a level was exceeded. Wind data makes the upwind/downwind comparison defensible, because the stations have to be where the wind actually puts them. The configurator assembles a boundary node for PM10, VOCs, and wind.
